A new report released today shows that EPA's proposed replacement of the Clean Power Plan could lead to a rebound in emissions of both carbon dioxide and co-pollutants that can degrade air quality and harm human health, compared to no carbon policy. 

The new report, titled "Carbon Standards Examined", is the only study of its kind and is the result of four years of work by researchers with Science Policy Exchange, Resources for the Future, Syracuse University, Harvard T.H. Chan School of Public Health, and Boston University School of Public Health. The authors compared two hypothetical scenarios for "inside the fence line" and "beyond the fence line" power plant carbon standards compare to a no policy alternative.
