Today, researchers released a new report, Carbon Standards Examined, showing that EPA's proposed replacement rule for the Clean Power Plan could produce a rebound in power plant emissions of carbon dioxide and co-pollutants that can degrade air quality and harm human health. The new report is the result of four years of work by researchers with Science Policy Exchange, Resources for the Future, Syracuse University, Harvard T.H. Chan School of Public Health, and Boston University School of Public Health. The authors compared two hypothetical scenarios for "inside the fence line" and "beyond the fence line" power plant carbon standards compare to a no policy alternative.
